So before you even open the door, ask something unambigous like WHICH POWER COMPANY DO YOU REPRESENT My grandmother has been targeted by these electrical middle-man scam a few times, via the phone. The one that called when I happened to be there had the gall to claim they were a government program that gave discounts on power to senior citizens. I think they switched to door-to-door because the phone version required them to mail something to you to sign.
