Epoxy based coatings can be applied outdoors. They will tend to change color a bit under sunlight, and light colors will see more of this change. What Larrymer is seeing is known as "Chalking" and it affects all epoxy based paints and coatings to some extent when exposed to UV light (sunlight). It's basically part of the coating breaking down and coming off.
