They do if GreenTea4Breakfast's sister was taken into state care and their mum was the only family member willing/able to take in the kid.

Also, it's not completely unheard of - my friend's mum was significantly older than the other parents when we were in school. Might not have been 50, but she would have been well into her 40s when she had my friend.
