Do you avoid leaving the tap on all day because you don't like paying for it or do you just not see the point in doing it? Are you seriously asking what would happen if water was unmetered? Usage would increase drastically and large amounts of it would be wasted because people would find all sorts of uses that are currently not done because water isn't free. Not to mention all incentive to conserve water would be lost.
