I know for a fact that Miyuki Sawashiro, Sayaka Ohara and Chiwa Saitou all speak English fairly well. Tetsuya Kakihara (Simon in Gurren Lagann) speaks like 4 languages really well, too.

Probably the best English I've seen spoken in anime like really recently is from Yuki Kaida.
