Yeah I took an empty chip slot and stuffed it with all the evade+ and speed+ chips that had been rotting in my inventory and went left from the start, skid around the inner ring of the crater and jump the waterfall and skid into the finish line (DONT JUMP) It took a few tries but I actually had more trouble with the first race because I kept missing the root jump.

Some quests are given by the Operators if you wander around after they become available. It's not broken you just need to be in the right part of the story for it to trigger.
