For a number of reasons, doctrine shifts (cruise missile 5 comes to mind as a required train by date), access to POSes, routing obvious spies, asset inventory (who borrowed the corp JF and hasn't returned it) etc. Pretty sure all 3 follow the golden rule (If you leak, you're gone).
