If I turn the key to unlock, the cap will just happily spin counterclockwise forever, clicking gently once or twice a revolution.

Our van's gas cap does that unless you hold the cap in place and turn the key as far as it could possibly go and then, while holding the key against its farthest turnable point, unscrew the gas cap. We need to replace it with something that doesn't lock to avoid the problem you've got.
