About 15-20 minutes, I downloaded the SA smilies page in chrome to get all the smilies, then loaded them into AfterEffects and used a script called AE Shader Effector to map smilies to colors then tested a couple of different smilies as the "shader" in different sizes and liked at that scale  Finally I added a formula to each tiles rotation property first choosing a random number between 1 and 360 and rounding it to the nearest angle divisible by 90.
I'm intrigued by this. Looks a little complicated for me but then again that's just part of learning. *adds after effects to the buy list*
