Gamers are people who self-identify as gamers. Those who self identify typically have characteristics X, Y, and Z. Some of those are not positive characteristics.
It's either this, or someone who plays games and is enthusiastic about them on some level. So, if the only gaming you do is candy crush when you're waiting in line and bored, that doesn't count. But if you're actually serious about candy crush and post about candy crush on forums or something, sure you're a gamer.

Like so many things in life, those people are the loud, dickish, but relatively small minority.
