TNG, though, probably would have spent about 1/2 the episode wringing their hands over the Prime Directive, and TOS probably would have had to have figured out a way to add some more action to it or something or more directly involve the main crew or have it unfold over a slower period of time (a year passing in an hour rather than 1 day a second) to get the main cast a way to get down to the surface for short periods to try to interact.

Part of the reason it's easy to imagine it as a TOS episode is that the Voyager episode is called Blink of an Eye and the TOS one is called Wink of an Eye.
