The number of people shot in Chicago is running 50 percent above this time last year as the city braces for the summer, traditionally its most violent period.

So far this year, at least 1,382 people have been shot in Chicago and at least 244 of them have died of their wounds. Last year at this time, 904 people had been shot, 157 of them fatally.

May already has seen summerlike gun violence. More people have been killed so far this month than in all of May 2015.

Stop shooting people. People want to go for a walk to get ice cream and stuff and end up getting shot. It's not right and I won't stand for it.

Seriously though, what the gently caress is wrong with Chicago?

Just halfway into the Memorial Day weekend, nearly as many people had been shot across Chicago as the entire holiday weekend last year, with police promising to step up patrols even further, CBS Chicago reported. Chicago police already had planned to have extra officers on the streets -- in squad cars, on foot, and on bicycles -- in an effort to curb the violence, but with 40 people already shot through early Sunday, police said they would do even more. First Deputy Police Supt. John Escalante said the department deployed thousands of additional officers this weekend, including many on the West Side, which has seen a spike in shootings.

"It's a struggle for us, but we will -- going into today, through tomorrow -- we will be putting extra resources in the 11th District, because they have certainly had an unacceptable level of shootings Friday and Saturday," he said.

"I think people have to realize it's a big city, but it's a beautiful city, and it really is a safe city, it's just -- as we've said before -- it's about 1,500 people that we know are really driving the violence. Those are the people we're trying to concentrate on," he said.

City records 300th homicide with 13 over Father's Day weekend

The city recorded its 300th homicide this weekend and went on to record six others over a 60-hour period that saw 59 people shot, 13 fatally, from Friday afternoon through early Monday morning.

So far this year, about 1,800 people have been shot across the city and more than 200 of those wounded have died of their wounds, according to records kept by the Chicago Tribune. A total of 306 people have been killed this year by shooting, stabbing or other means, Tribune records show.

It is a good thing when this happens, 4 dead, 51 wounded in July 4th weekend Chicago violence, according to this guy.

"On a night of Fourth of July fireworks celebrations, it was by no means a victory lap by the superintendent. But he said proactive policing, including a sweep of gang members, made a difference this weekend.

With Washington Park and July Fourth barbecues as a backdrop, there was cautious optimism on Monday night from Chicago's top cop, Supt. Eddie Johnson.

"We're making progress. It's not success yet, but these are just... this goes a long way, I think, to letting everybody know that we are focusing on the right individuals," said Johnson."

Chicago police warn of 'civil unrest' ahead of video release

Chicago police, in a nationwide conference call and bulletin, warned of "civil unrest" and potential violence against cops following the department's anticipated release of video related to an incident in which a black man was fatally shot in the back, two law enforcement officials said Friday. The officer violated policy in last week's shooting of 18-year-old Paul O'Neal, the bulletin said.

Sharon Fairley, head of Chicago's police oversight board, described the video in a statement as "shocking and disturbing" and offered her condolences to O'Neal's family and friends.

Fairley said the video can be released without jeopardizing the investigation, even though it will happen before the 60-day period outlined in the city's transparency policy.

Chicago's 'Skullcap Crew': band of police accused of brutality evade discipline

Some excerpts,

"When Ebony Buggs followed the noise of commotion to a vacant unit below her apartment on Chicago’s West Side, she found a group of men beating teens from the neighborhood. “I’m like, ‘Who the eff is you?’” she said of the February 2012 incident. One man grabbed her and punched her in the face, according to Buggs, now 26. Buggs’ mother, seeing her daughter lying on the ground, threatened to call the police.

“We are the police,” one of the men responded, as he grabbed her phone and threw it, Buggs’ mother recounted."

.....

"The members of this crew – Edwin Utreras, Robert Stegmiller, Christ Savickas, Andrew Schoeff and Joe Seinitz – have together faced at least 128 known official allegations from more than 60 citizen-filed complaints over almost a decade and a half. They have also been named in more than 20 federal lawsuits.

Citizens have repeatedly accused these men of acts of brutality, intimidation and harassment – costing the city hundreds of thousands of dollars in legal settlements. Yet over the course of their careers, these officers have received little discipline – a two-day suspension, a five-day suspension, a reprimand – according to city data. Instead, they have won praise from the department, accruing more than 180 commendations."

Weekends are getting worse,

52 shot: Pace of gun violence in Chicago remains high over another weekend

More than 50 people were shot over another violent weekend in Chicago, a level of violence that has marked many of the summer weekends this year and has pushed the total number of people shot in the city to more than 2,600. The number of people shot during all of last year was 2,988. Between Friday evening and early Monday morning, at least 52 were shot and nine of them were killed, according to police. The weekend before, 49 people were shot, nine of them fatally. And the weekend before that, 52 people were shot, seven of them fatally. The month of July saw 65 fatal shootings, the most for a July in the city since 2006. Last Monday nine people were shot to death, the deadliest day in Chicago since 2003. The deadliest period over this past weekend was between Saturday afternoon and early Sunday when five people were killed and at least 19 others were wounded.

http://www.chicagotribune.com/news/local/breaking/ct-chicago-weekend-shootings-20160815-story.html

Here is something from a related story,

40 Of Weekend's Shooting Victims Had Been Arrested 672 Times, Top Cop Says

Of the 52 people shot between Friday morning and Sunday night, police said, 40 had prior contact with police. Together, they had 672 arrests on their records. Johnson singled out Anthony Nelson, who was shot to death in Park Manor Sunday morning, saying he had been arrested 13 times. In March 2015, Nelson was sentenced to six months of probation after being charged with unlawful use of a weapon, police said.

"These gun offenders don't care. They could care less if it's an 80-year-old grandmother or a 5-year-old child out there," Johnson said. And that's our fault. Because we have constantly shown that we are not going to hold them accountable.

"CPD is arresting them. We need our legislative and judicial partners to help hold these individuals accountable," he added. "Kids getting shot out there is just stupid."

Autopsy: Paul O'Neal fatally shot by police in back

Paul O'Neal, the black teen fatally shot last month by Chicago police in a controversial incident captured in part on video, sustained a single gunshot wound to the right side of his back, the Cook County medical examiner's office determined in an autopsy made public Wednesday.

Toxicological testing found no drugs in O'Neal's system, according to the autopsy report.

The medical examiner's report repeated claims that an officer believed O'Neal may have fired shots during the chase.

The officer, "believing the shots being fired we're coming from O'Neal fired his Glock 9 mm handgun five times in an attempt to stop the threat," striking O'Neal, the report said.

Authorities have said that O'Neal was unarmed.

Acting with unusual swiftness a little more than a week after the shooting, city officials released nine video clips from police dashboard and body cameras that showed apparent procedural errors by three officers who opened fire at O'Neal, 18, as he fled July 28 in a reportedly stolen Jaguar and then on foot. Police Superintendent Eddie Johnson moved quickly to strip the three of their powers, citing potential policy violations.

The Independent Police Review Authority declined to give the officers' names in response to a Freedom of Information Act request by the Tribune, releasing a document last week with the officers' names blacked out. The agency cited, among other parts of state records law, a clause that allows an agency to withhold information if disclosure would "endanger the life or physical safety of law enforcement personnel or any other person."

Videos capture dramatic police shootout with carjacking suspect

For the second time in less than two weeks, the city moved quickly Wednesday to release video footage of a police-involved shooting — this time of officers opening fire on a carjacking suspect after he shot into a police cruiser, police said.

Unlike the videos released Aug. 5 of the fatal shooting of an unarmed 18-year-old suspect that highlighted potential training deficiencies, the footage of the shooting Tuesday night in the Roseland neighborhood spotlighted the dangers police face, Superintendent Eddie Johnson told reporters Wednesday at police headquarters.

"These police officers face this kind of thing every single day," Johnson said. "Law enforcement all over the country right now is being scrutinized for everything that they do. But yet, these officers didn't go away from this. They ran to it."

Audio and video from dashboard cameras captured the dramatic pursuit Tuesday night of the vehicle that police said had been stolen earlier in the day. The chase escalated after the suspect extended an arm out the driver's window. Shots could then be heard, and a flash of light appeared.

Cops in Chicago are bad shots.

Chicago police shootings: data reveals 92 deaths and 2,623 bullets fired

There were 435 officer-involved shootings in city from 2010 through 2015

Findings show about four out of every five people shot were black males

After threatening to sue the city’s police department, the Chicago Tribune has obtained official data tracking every time an officer has opened fire in the city over the past six years. The vast majority of those shot, the newspaper found, were black men or boys. According to the data, there were 435 police shootings in Chicago from 2010 through 2015, in which officers killed 92 people and wounded 170. In all, officers fired 2,623 bullets.

“While a few of those incidents captured widespread attention,” the paper wrote, “they occurred with such brutal regularity – and with scant information provided by police – that most have escaped public scrutiny.”

Video captures attacker shooting, robbing 71-year-old man watering his lawn

In a video Askew provided to the Tribune, two young men on bicycles pass the man standing just off the sidewalk in front of his home. One of the riders circles back, gets off the bike and starts wrestling with the victim, the garden hose apparently spraying the robber during the struggle.

The robber appears to fire at the man as he falls to the ground, then goes through his pockets before getting back on the bike and riding off. The victim gets up and starts walking to his home, then goes to a neighbor's home while holding his abdomen. He later was taken by good Samaritans to a hospital where he underwent surgery, said neighbor and 69/70 Calfair Block Club President Loisteen Walker. Walker on Wednesday said her neighbor, whose name has not been released by authorities, was in stable condition.

Chicago police rolling out new, mandatory 'de-escalation' training

"After years of paying out tens of millions of dollars in lawsuits over excessive force, the city is now bringing officers in for training that emphasizes "de-escalation" tactics to try to reduce the number of fatal confrontations.

The department has laid out an ambitious schedule to train its entire 12,500 sworn workforce in about a year's time, holding classes six days a week. A Tribune reporter and photographer were given exclusive access to the two days of training that each officer will undergo. The department launched the effort this month.

It represents a major shift for a Police Department that has lacked a strong mandate and the resources to carry out training that re-creates real-world stress for officers. And while the idea to pull back and take time was welcomed by officers, they also acknowledged how much pressure still exists to resolve calls quickly and move onto the next assignment.

The training comes at a time when not only are the actions and split-second decisions of officers under more scrutiny than ever but as tensions between law enforcement and the public have spiked with the targeted shootings of officers in Texas and Louisiana.

That leaves instructors at the Police Department's Near West Side training academy with a somewhat delicate balancing act: helping officers recognize times they should use slower, calmer approaches without losing their confidence to use deadly force when needed to protect themselves and others.

"When we can reduce the risk of taking a life even if it's a bad guy, we should. ... We should not use force simply because we can," Sgt. Larry Snelling, the lead instructor, told the group at the beginning of training last week. "But when you are faced with an immediate threat and your life or someone else's life is on the line … you should respond with deadly force. You have to."
