I think the challenges are 1 a week. The ones you can't do are expired ones. I've been trying for ages to get the shinies for France and Portugal so I can complete the current one, but people just aren't giving up them fuckers.

The challenges only go one at a time. Like right now (for me) it's collecting all the badges from different countries. It has a time limit and once it expires you can't do the challenges anymore it seems. 2 crests away. Need Turkey and Portugal.
