The former seem to not be able to effectively use force, or target it really poorly (like attacking some just for their political opinions despite any other provocation) while the latter don't seem to be easily cowed by authorities. Also, at this point, it seems like Hollande is alienating pretty much the left, right, and center in France, not completely unlike Angela Merkel.
