munitions (https://www.nexusmods.com/fallout4/mods/66051) at the top of your load order, then scourge (https://www.nexusmods.com/fallout4/mods/60917) towards the bottom, followed by true damage (https://www.nexusmods.com/fallout4/mods/66071) work out really well for a damage overhaul and all are flagged as .esl files. scourge comes with an mcm menu to mess around dr and hp pools for mobs and munitions has a robco patcher that covers pretty much every gun on the nexus. the combo does make a lot of the different receiver mods on guns kinda useless though, unless they change ammo type or fire rate.

for people who are just getting started with modding or aren't really sure of the basics, there's a guide put out by the people who made viva new vegas called midnight ride ( https://themidnightride.moddinglinked.com/intro.html ). it's not exactly a tutorial, but it'll give you a decent idea of how to properly set up mod organizer, why you're downloading things and how they fit together in both the left and right panes of the program when it comes to overwriting files and load order. it's a great base to build on.

It's not just raiders, every so often you'll find some unkillable creature as well, and if you go to the console the issue is they'll have like 150000 hp. might have something to do with magnum opus using true damage ( https://www.nexusmods.com/fallout4/mods/66071 ), it's a mod that standardizes how much damage your guns do by ammo type. when it shits the bed all your guns will start hitting for 3-4 points, but there's a setting in the mcm manager that will reload the scripts, so give that a try if you want to keep using magnum opus because you like other features. it might also have npcs use items ( https://www.nexusmods.com/fallout4/mods/73717 ) included, so a raider who has smashed med-x into their veins does have a brief window of immortality or will at least feel like it.

The gun damage was fine, like you'd bump into 4 dogs and 3 would die in a shot but the last would be an unkillable juggernaut. If you opened the console and did the "getav health" (or whatever it is, I can never remember the console commands without looking them up every time) the 3 dogs would have a normal 100 hp or whatever, and the fourth would have thousands and thousands. I was doing full damage to it, you just couldn't tell because it had so much health. if all this is happening around early game sanctuary then it's could be scourge ( https://www.nexusmods.com/fallout4/mods/60917 ) causing their stats to go haywire when you level up. if Scaling Flag Remover ( https://www.nexusmods.com/fallout4/mods/73976 ) isn't listed in the left pane of mod organizer, probably in the f4se section if it has one, then adding it might solve your issue.
