I learned the red nose thing when learning to paint. Atmospheric color theory states red colors bring to the front while blue colors push to the background. So in theory if you're painting a face in a head-on portrait a red nose will give a more three-dimensional feel/brings the nose "forward," as well as distinguishing the body part from the rest of the face.
