Pretty much this. Sort of like when Milo knows his fans are a bunch of racist trolls and he encourages them to brigade a black woman's Twitter account, and they go crazy calling her "friend of the family" and comparing her to a gorilla, it's hard to see how he's not at least partially culpable. It might not be exactly "intentional", but it's definitely at least "reckless".
