On kits, I think it is because Wales is the "away" team, and as red (W) clashes with dark red (P), Wales have to wear their away kit. But, because P is dark red, black also clashes a bit, so they have to wear their away kit too.
Wales home kit and Portugal away kit would also not clash, but because Wales are the "away" team, you can't have that combo.
That is what I think. I could be wrong.
