Hey now, it could be worse and it being the base game getting huge difficulty spikes because somebody promoted the makers of the HARDCORE mod to developers like microsoft did with Age of Empire 2 HD where the new "Moderate" AI will handily beat the old very hard one every time because Moderate should be a match for an average player but this is a 16 year old game so the "average" ranked player is anything but.

 Maybe the UFO isn't actually chasing you at low altitude but descending from space? That would explain it doing loops around the earth on the 2d geoscape, it's flying in a straight line down but earth rotates below it.
