I completely agree (the character was also really poorly written) but I hadn't seen any of the other entries except Lisa Kudrow and that was equally unimpressive.

Brilliant how? It was a severely underwritten and lazily performed character. There was just very little to the character in the script and that shone through in the performance, since Tina just couldn't muster up much energy or inspiration for it to elevate it to something interesting, entertaining or unique.

Critical reviews at the AV Club and such also pointed to that character specifically as one of the few disappointments of UKS's otherwise excellent second season. I'm pretty sure it just won here because all 6 nominations in that category were pretty weak and voters just picked the one they happened to be familiar with as a throwaway vote, as IRQ's reply illustrates.

I thought it was a fantastic performance from her and her character and storyline were a great addition to the show. I'm pretty sure the idea of the character being some sort of blight on the season is an extreme minority opinion.

"Blight of the season" is an overexaggeration, it just wasn't anything special and came across as very dialed-in and uninspired. I guess it's more that most other performances on the show like the main cast (Kemper, Burgess, Kane, Krakowski) and stellar guest turns by the likes of Anna Camp were so amazing and unconventional that they made a plain, uncommitted performance like Fey's stand out more (though no, it didn't really work as a somewhat straight man to offset the zaniness of the other characters either). It would probably have worked out better on a less outré comedy like The Big Bang Theory or something. By the way, I say this as someone who usually greatly enjoys Fey's work and considers Liz Lemon one of the greatest comedic characters ever created, so it's not like I have anything against her in general.

I do admit I absolutely can't see what you thought was "fantastic" about it. "Decent" or "okay" I could maybe see even if I personally don't agree, but "fantastic" seems like an over-the-top response to counteract my critique. Could you try and explain what you think is fantastic about it?
