No. A couple guys are backups that only race a few times a year. They are basically warm bodies to get the car on the track. Easiest way to get to do it is take the top 20 drivers in the standings.

Earnhardt probably won't race but just use whoever is in the 88. It'll probably be Jeff Gordon who is not the typical backup driver. He is one of the greatest racers ever and has the 2nd most wins at Watkins Glen. The most is by the aforementioned old guy having the hot retirement year.
