Musou games are definitely associated with buttrock, though you might not have ever been into the Warriors games enough to hear fans using the label (affectionately).

The music hypothesis is that the legal troubles started soon AFTER the S3&K release in January 2011 - Cirocco Jones mentioned there was or was about to be a lawsuit going on regarding Sonic 3 in 2012. There has not been an official release of Sonic 3 since the Steam version. Christian Whitehead wanted to do a version of 3&K like the previous iOS titles in 2014 but SEGA declined. There is also not going to be a SEGA AGES version of Sonic 3.

I've never been hugely into the S3&K soundtrack myself, and even though Ice Cap is the best of the three replacements I'm also not a major Hard Times fan. That said the prototypes did sound like they needed some polish before primetime.

Sonic 3/S&K has not been put out for any new platform since the Steam release in January 2011. The Wii VC release of S&K was in 2010. (Potential) Legal issues regarding the music were first discussed in early 2011 after the Steam release.
That it can still be bought on Steam is likely because whatever contracts were involved were already in place - they didn't pull it from the Xbox marketplace, either, but it never made it to PSN (Sonic 2 was released on PSN in April 2011) and the Wii shop is now dead.

I think the Steam release of Sonic 3 & Knuckles in January 2011 was the last time it was officially released (and at least rumours of legal troubles came up later that same year).

Hardware/mixing issues aside, it's the same compositions as the Genesis/Mega Drive releases. Sonic & Knuckles plays the Sonic 3 boss theme, though.
For the DS collection that is. I don't think any other collection has had the beta music besides that 1997 PC release.

These aren't much beyond hearsay without legal documents to back them up, but this is as much as I've seen on the situation.
Here's the first post in 2012: in the midst of trying to get in touch with the music team for Sonic 3, Cirocco Jones apparently says "I believe that there is a lawsuit going on or about to go on. Sega owes a lot of people money from the Sonic stuff. Speak with Bobby Brooks. He may tell you a LOT more about everything....."
Then last year in 2020, Cirocco Jones apparently replies to a DM after half a year: So to sum it up: Cirocco states that SEGA still owes the team money, but what’s interesting is the numbers he gave (60,000 downloads and retro sales) and if I’m reading it correctly, they didn’t work on the game as a “work for hire” team so they didn’t sign their rights over to SEGA.

This is all in the span between no Sonic 3 rereleases, but if speculation includes these as true statements, it's possible they were approaching some kind of settlement (I wouldn't think it'd be a good thing for Cirocco to comment on ongoing litigation if he's part of it, but I'm not going to completely rule it out just because it'd be unwise for him if so.)

There's also contracts and such and might simply be that any specific legal proceedings can't force them to delist from stores even if it can put a temporary halt to new listings.

Naka programmed the test demo concept for the game itself, which had a speedy character rolling in a ball through a tube - this was partly to show off an algorithm he'd developed that let a sprite move smoothly on a curve.
Ohshima came up with the actual character, Yasuhara came up with the level concepts.

Maria's favorite game was Mario 64 and she couldn't handle heretical talk of it not being one of the best platformers ever. It's a tragic storyline meant to foreshadow Mario and Sonic at the Olympics, but they had to cut some of the follow-up cutscenes for time

JP PR explained it more cleanly (though it's already mostly covered in here, anyway)
It's 1, CD, 2, 3&K (as seen in the trailer)
There's a "story mode" that runs through all the games with added cutscenes (probably opening/ending for each game)
There's 2 galleries - one normal, one "premium" that uses coins earned in boss rush, missions, etc.
In Anniversary mode, you can use coins to retry special stages
The music DLC adds sound test music from Spinball/3D Blast/Chaotix
Mirror Mode is unlockable through the game normally, "Hard missions" are DLC exclusive (there's 11 total)

It doesn't actually require the Steam version, per se, but the team isn't openly advocating piracy, and (until it's delisted) the Steam version is an easy way to get a legal copy of the rom used.

Sonic & Knuckles are the only recurring characters. Sonic travels the world, finding new places with their own troubles that escalate dramatically he helps resolve in the end, and somewhere along the way Knuckles usually drops in unexpectedly to break through walls to help Sonic progress. Other friends are limited to the single adventure that Sonic crosses paths with them on.

I've known people who grew up with the PC Sonic & Knuckles Collection having never had a Genesis/Mega Drive and still prefer the midi tracks of those stages because the console ones feel out of place to them.
