If this is to be believed, it looks like English Football League and the EFL Cup will be on ESPN streaming service.

Looks like they updated the article with a quote from an ESPN spokesperson

You could subscribe to iFollow if you are outside the UK to watch all of Norwich's matches that are not shown in the UK.

ESPN3 only has a couple matches per matchday. Only matches aired on Sky Sports and 1 match at 3 PM UK time. iFollow is for all the other matches for the club the subscriber chooses.
