In my experience, 16s are usually a bit cheaper so if the smaller wheels will clear your brakes I say go for it.

Yeah, I don't really see how traction would be affected. Like Godholio said, if the rolling diameter is the same (sidewall increasing to compensate for smaller wheel diameter), I don't see how the contact patch would change. You might get a little more sidewall squirm but I can't really see that coming into play that much with a winter/snow scenario.

So with all that being equal/irrelevant, I'd go with the cheaper option :).
