I also thought you had to grab the shoulder pads, not just the jersey, which is why you can tackle someone by pulling down their dreads (which have been defined to be part of the jersey by rule).

I think the last rule change added the jersey note. But you can tackle someone by the hair still:

The Jersey grab was the start, but he definitely pulled him down by the neck of his pads with his right hand.
