I'm an LP or two late but I couldn't help but notice that the map in the OP is very, very wrong. It features multiple countries that either don't exist or claim to exist on unceded Belkan territory. Here is a corrected map, with all regions of Belka correctly labeled. We can see that the first few missions of Ace Combat '04 take place around Weak Belka and the Gulf of St. Belka.
