The entire point of getting into the colonial bureaucracy is to either take advantage of corruption for personal gain, or to create it where not enough exists. Usually that involves cooperating with locals out for the same thing, who have their own avarice to feed. It’s what makes the US partially or mostly responsible for all of the awful poo poo we cause or let happen in our various or former colonies and possessions.
