Next chapter our heroes will find an ingenious use of a bomb designed to break down the human physical form and merge multiple people into one hive entity that the mission just happened to bring along for some reason.

The chaos-route theory on humanity is that the human spirit is essentially a will to power and desire to be free of constraints. Order has placed limits on this (inhibitions, etc.) and so what's happening here isn't so much mind control as removing the limit, after which people are free to be their true chaotic selves. Interestingly, the angels don't seem to disagree. They see humans as inherently flawed and prone to sin and needing control and guidance to behave "correctly." Of course, no one asked anyone if they wanted their inhibitions removed. Some might, some might not.
