They don't clarify beyond that, but "Profanity" is a separate category, so it's not goons saying "gently caress". "Prohibited adult-oriented material" implies that there is some adult-oriented material that is permitted. Makes me wonder what that could be. because its a softball way of never letting a website be unblocked because there could be pornography on any part of the website when i went to public school they had a very aggressive blacklist that got in the way of teachers and i really dont think there was district level oversight/bureaucracy, the IT guy just had a huge chip on his shoulder and wanted to get in everyone's way
