it divides hunters up into 3 different "tiers" so you can do basically every type of mortal supernatural hunters, from soccer moms who find out that the undead exist and decide to do something about it up to X-files style government conspiracies and the Catholic church's Malleus Maleficarum plus a boatload more (i.e. a corporation trying to use the supernatural to get ahead in biotech, degenerate hedonists who hunt supernatural creatures for sport, social media reporters trying to expose the supernatural, etc.)

well a bunch of them but mostly super perception and telepathic stuff, which his use to see higher truths is (maybe) what drove him insane in the first place

so his powers aren't necessarily themed around being an incarnation of insanity, though what difference that makes when you're confronting a godlike telepath/predictionist whose thought processes are extremely different from your own is an open question

also it's possible his descendants only really appear insane because Malkav attempted/succeeded in ascending to a higher state of being where he exists as a purely mental being who uses his progeny as something like a nervous system (and possibly directs their actions)
