It doesn't have a historical track record of ending well. I think the people talking about how it will have "no effect" and talking in code to mean "As a white dude, trump will not be specifically targeting me, so I don't care". They know it will have an effect but see that effect as being primarily on other types of people, maybe ones they don't really like very much anyway.
