Is there no way to go back NY after going to London? I had some bosses I wanted to go back 2 for the 3 star and I can't figure out how.

I finally scrounged up 400 processed arc, is it better to use it on a monster I want like Eustace or a monster I already have and want to evolve like Ramses? I'm afraid to capture a monster and they end up only one star.

I'm in a small syndicate with some friends so I don't have a huge supply.
