Did anyone mention the second tier of society in the Arthur world where babies and dogs communicate and that Arthur's dog has an English accent and once visited the frog king?

Arthur is a weird show when it comes to voice actors. Arthur and some of the other kids (Brain is the only other one i can think of) are actually played by young kids. So they replace them out every few years. The rest of the cast is stable and voiced by adults though.

My favorite episode of Arthur is the one where Binky and bully pals realize that bullies aren't hip or modern anymore so while they are trying to find their place in society they become a gang that violently shh people at the library.
