A vote for D66 is basically a vote for vvd because they care about nothing as much as being in the government and are willing to support them in their quest of the complete destruction of anything good in the country in exchange for symbolic bs like having a vague promise of the possible introduction of directly elected mayors. Same for PvdA these days really.
