There was probably a debug message saying it couldn’t find the remapping target, but it was probably drowned in a sea of debug messages. Or maybe there was no debug message at all, who knows? Logically, the game engine should’ve aborted at startup as soon as it figured out the remapping target didn’t exist, except games spend 90% of their development cycle partially broken so if you can’t boot the game, you can’t test whatever it is you’re working on while the AI programmers are off doing their own thing. There should’ve been a Release mode that turns all warnings into fatal errors, except all games ship unfinished so there’s probably multiple fatal errors at startup that are ignored because they ran out of time and it was good enough.

Assigning level ranges to regions of the game, and scaling within that range the first time you visit that region and saving the scale for the rest of the play through is the correct way to level scale.

On the one hand Oblivion's level scaling was lame, on the other you could equip a combination of armor that reflected 108% of all physical damage and the enemies passively killed themselves, so who can say if it is bad or not?
