The canisters kill serviles that try to use them. The big question is if the canisters kill non-shaper humans that try to use them (since I think PoolClosed implied Shapers apprentices are themselves somewhat modified from baseline humans by shaper magic)

Didn't some documents we found indicate that, while rushed, the barring (at least from the Sucia Island Shapers' PoV) was an interim-barring and would be either rescinded or finalized after a council decision?

Look man, it was temporary, the Sucia shapers were just gonna hit the mainland, talk to the council, and the interim-barring would be rescinded and everything would be hunky-dory. The serviles and stuff can manage on their own for a few months!
