"Occult" as a noun is a popular loan word in Japanese, and "-tic" is a common "loan suffix" to attach to words to adjectify them (like "otome-tic" to mean girly or "eigo-tic" to mean English-y). It's another example of "it looks like they're using bad English, but are actually using legitimate Japanese constructions of loan words".

Or it would be, except apparently "occultic" is in fact an English word, just an uncommon one.
