It is rather easy to go "well with this power I can fix everything, as the Celestial Bureaucracy has failed us". That might not be the message you're supposed to take away, but we never do see any ordinary troops fighting for the Empire because the Emperor fixed the drought. It's all cartoonishly evil bad guys all the way down.
