Of course, that just gives you one building. I think Skylines' dense commercial zones are supposed to basically be seen as mixed-use, and with plazas and walking paths you can make something close to what you're thinking.

Just tried Steam streaming for the first time in like two years. Apparently that's not a giant piece of poo poo anymore. Playing Cities Skylines on my 2012 MacBook Air and it's great.
