I mean it makes sense for the initial season 1 pitch of "Superman while he was still figuring things out and not a full fledged superhero yet" to not have the tights or flying yet, but it got really, really stupid when the show was 7 seasons in and he was graduated from high school, living on his own in Metropolis and fighting world threatening forces and teaming up with other DC heroes and yet still refused to be Superman.

Mad Stan got his own episode later on due to that segment being so popular and it was loving awful. Batman Beyond had a single good villain in Blight, and maybe the Jokerz, and the rest was crap or just classic Batman rogues returning. It was one of the things that keeps the show from being amazing, despite the incredibly strong dynamic between Terry and Bruce. Most of the time Terry'd fight a one and done monster of the week or something really ill-conceived and unmemorable like Curare. I doubt there's a single person out there who's favorite DC villain is Inque or Spellbinder or loving Big Time. Even the Royal Flush gang was only compelling because of the relationship drama with 10.

Carol's never really been great. She had the potential to be, but she spent her superhero career in a coma, drunk, angrily yelling, getting worried Dr. Doom calls her fat, murdering people, supporting fascism, getting raped by her own son... and throughout none of that is she particularly likeable as a character. I mean, there are no bad characters, only bad writers, but Danvers has yet to have her breakout role under a good writer. Sure as hell wasn't KSD.
