I would find it so odd to see New Jersey legalize yet leave New York behind. I'm sure the overwhelming majority of NJ Weed would end up right in NYC.

What can they do? Local, State authorities may certainly decline to enforce Federal Law but aside from that there isn't much that may be done.

The only folks against continued drug decriminalization and legalization is only Jeff Sessions, Steve King and Chuck Grassely. That's a overwhelming minority and prior to this ordeal Paul Ryan was even onboard with continued decriminalization.

It seems as if Sessions has mostly given up on marijuana enforcement. I was concerned as well but it appears to be a a non-issue.
