If it's to the US they'd likely be put somewhere else while the visa is pending. E.g. the Dublin office or London office (for now lol) for EU residents. This limbo period can easily take a year depending on the type of application they can get with their credentials. This is much less of a problem for countries with functioning governments tho

They'll need more road infrastructure and the traffic will become even worse.
