I know it was optional on the Nissan Sentra into the late 80s and maybe even into the early 90s. Same on the Toyota Corolla/Chevy Nova, Geo Metro, and even the Honda Civic didn't get it as standard equipment until the 1992 model year. Also optional on D21 and D22 Nissan Hardbody pickups and on the original Toyota pickups (before they were known as the Tacoma).

The inspection criteria calls for inspection of factory mirrors, but doesn't state how many there have to be, even on a current model. All that matters is all originally equipped mirrors are present and functional. Aftermarket ones are acceptable so long as they provide at least as much coverage as the stock mirrors.
