the mayor of halloween town has two faces and as an elected official cannot make decisions by himself. also it is unclear wether jack is also king of the town or of just the celebration or literally the pumpkin patch. their power dynamic seems to favor this cult king of personality. note how eager jack is to take over christmastown "i want it oh i want it how i want it for my own". classic imperialism but what to make of the results? in this humble poster's opinion, our man jack is king of the pumpkin patch, everyone hail to the pumpkin king
