Toil seems set up for games with lots of big terminals that you don't really want to gently caress around with setting up villages for. Extra coins are your villages.

You can get a set of just the base cards (intended for if you just want to play expansions without getting the base set), which might be an option. Or just deal with the supply being a little short on Estates and Coppers, it's not like people are going to be buying them out in most games.
