It's how the term is often used. The main accusation against Clinton in this regard was that she focused too much on "identity politics" and not enough on economic issues.

Trump's white nationalism was a factor, as was the FBI's handling of emails, as was voter suppression, as was a poorly managed campaign. Given how close the result was (~100k voters across 3 states would have flipped it) I don't think Clinton's loss can be easily pinned on one issue.
