There's a grand total of three "must" rules and only one of them hasn't been in every single contest before (it's the one about not submitting games explicitly based on existing IP). :shrug:

You should definitely hand genres out to the people participating earlier rather than later, just to give them time to do "research."

You're always going to get genre overlaps with stuff like fantasy/sci-fi/slice of life, and almost always with the other genres as well, so it wouldn't make much sense to not let people do real robot slice of life or sci-fi isekai or fantasy police procedurals or whatever, IMO.

If you're just reading Neuromancer, you're not going to end up with anything very anime. The entire point of the contest is to make an anime RPG; an anime cyberpunk RPG should be like anime, i.e. with cyberpunk aesthetics and not necessarily copying Gibson.

You probably want to check out Dennou Coil, Bubblegum Crisis, Appleseed, Battle Angel Alita, Cyber City Oedo 808, Ergo Proxy, Real Dive, Texhnolyze, and Serial Experiments Lain, in addition to watching both GitS films and SAC s02.
