For exemple during cold war the French wanted all Poland to be obliterated so that soviet forces could not advance. Soviets on the other hand were looking to target most capitals. And americans were for preventive strikes directly on all control centers/silos. I do not even know right now what would be the high value targets aside of military bases and nato hq
