They are both two independently brilliant ways of accomplishing the same visual effect. I don't know who created the rendering effects on each, but given the hardware at the time there were some genius artist/engineers at work. If this were sculpture, this would be some Bernini level poo poo, the sort of thing that's going to have engine designers trying to imitate for decades. Between Okami and Wind Waker you are literally looking at the Renaissance of cel-shaded rendering right here.
