Because Paul Ryan and the Republican leadership conspired for it to happen this way so that Trump and Pence would be quickly dethroned, and Ryan could become president without having to waste time running for office again that could be better spent coming up with plots to dismantle Medicare and such. I said it a few posts ago, pay attention.
